Determine if your light work properly based on the led light:
Steady light indicates normal operation. A flashing light is a controller failure. Extinguished, the battery is not lit enough or the lamp is broken.

Check the following if the light not lit:
Make sure switch is turn on(can not charge/lit if off).
Whether the direction is correct (sunlight direct solar panels).
